Summary
Following my first “Note on the flexible response and the telecom package”, which addressed the
historical and political context of several dangerous amendments to the “telecom package”, this
note aims at developing why these amendments should be rejected as is, and how to amend some of
them.
These amendments will be referred to as “content oriented” amendments, as most of them contain
the “lawful content” term (which in itself is an illogical concept from a communications point of
view, as will be seen below).
